dctool: access denied on win 10 home 64 bit

Hi all, Just downloaded dctool.exe from http://www.libdivecomputer.org/builds/stable/windows/ when doing a $ dctool --help on the command line i get a hanging program for a while and then the message access denied on the command line. Anyone knows why this is happening? also saw that on win 7 pro 64 bit. no dive computer is connected at the moment. admin privileges are available as well if needed.
